Lake Thoreau Pool Project

NOTICE: The Lake Thoreau Pool Project has been completed and will be reopening this spring.

(UPDATE from Jul. 3, 2023) Due to a series of unforeseen repairs and site conditions as well as permitting and weather delays, Lake Thoreau Pool is not anticipated to reopen in time for the 2023 swim season. Work will continue until completion sometime in late September and reopen for swimming in 2024. We regret this announcement as much work has been done and we were excited to share it with the membership. A grand reopening will be held at the start of the 2024 swim season to celebrate this great renewed facility, we hope to see you then.

(UPDATE from Jul. 19, 2022) Construction on the Lake Thoreau pool facility will begin within the next couple of weeks. Reston Association recently received final approval from local and state agencies for all the required permits needed to begin the extensive renovation work. The delay in receiving permits was unanticipated and unprecedented, according to RA’s capital projects team. It took about seven months for the various permits to be approved. RA expects the project to be completed in about 12 months, depending on weather and potential supply chain issues. The general contractor for the project is Hubert Construction.

(UPDATE from Jan. 7, 2022) The project is currently in the final design and permit processing phase following the contract approval by the RA Board of Directors with Hubert Construction in late November 2021. Once permits have been cleared by various county and state agencies, work will begin on-site. That is anticipated to be sometime in mid to late February or early March (UPDATE from July 5, 2022: July to early August). The initial groundbreaking of winter 2021 was delayed due to extended contract negotiations and approvals that overlapped with the holiday season. Construction is planned to take 12 months following mobilization so a reopening in time for the 2023 swim season is still likely. However, ongoing supply chain disruptions and labor shortages caused by COVID-19 may impact this schedule. Multiple steps are being taken to anticipate and minimize these impacts whenever possible. Any delays that impact the project timeline following mobilization will be communicated to the RA board and membership. 

Work will be performed Monday through Friday starting no earlier than 7 a.m. and no later than 7 p.m. Weekend work is not anticipated but will be communicated in advance should it be deemed necessary. Noise levels will vary and will be at their greatest during the first few months of the project during the site work and demolition phase. Heavy machinery, dump trucks, jack hammers and heavy drilling should be expected.  

The initial steps include securing the project site. This includes closure of the parking lot and the detour of the Red Loop Trail (yellow arrows in image) to the sidewalk on Sunrise Valley Drive.  The area shaded in red is restricted to authorized personnel only. Erosion and sediment controls, tree protection, security fencing and project signage will also be installed. 

Following site security, heavy machinery will be brought in to perform selective demolition and site grading. This phase is anticipated to take two to three months. Following selective demolition, installation of structural elements including retaining wall foundations, concrete piers and stormwater pipes will occur. This phase is anticipated to take three to four months. Following the structural elements phase, installation of the new pool basins and deck, parking lot, retaining walls, sidewalks, fencing, and bathhouse addition will commence. This phase is anticipated to take five to six months and will conclude major construction and mark substantial completion of the project. Final clean up, inspections close out and punch list fulfillment by Hubert will occur before RA takes control of the facility. At that point RA will complete installations related to public art and maintenance equipment.  

A preconstruction notification mailer will be sent to all nearby property owners two weeks in advance of mobilization. Project status reports as well as associated project documents will be updated monthly on the RA website under the “capital projects” subsection titled “Lake Thoreau Pool Project.” Project videos as well as RA News newsletter segments will be provided on a quarterly basis. On-site signage will also be deployed that will have information resources and contact information. 

Hubert Construction as well as its subcontractors have been given instruction to forward all public inquiries to RA for response to disseminate information consistently and accurately.
